Why is stalling called if wrestler a just pushed wrestler b straight out of bounds.. especially is annoying when a bigger heavyweight like sam stoll doesn’t take a shot but still gets rewarded for pushing the guy out of bounds

Depends on what you call pushing. Often times people are saying all he is doing is pushing but in reality he is chasing the kid to the edge of the mat and then is trying to secure a TD whereas the other wrestler is content to have his backside to the edge of the mat and doesn't attempt to circle in. By keeping his backside to out of bounds he has made it difficult for the other wrestler to score without going out of bounds where as he has the entire mat to score.

So he is protecting himself by going to the edge.

Officials can see if a kid is just pushing or trying to secure a TD as we can see gaps between the body etc.
