Are the regional qualifiers scratch weight or do you have to make the same weight as you plan on wrestling at state?

I'm pretty sure the MN/USA policy is that you cannot drop lower than you were at your Regional qualifier. But you can move up.

You can't go down for freestyle, (from what you qualified at) but I am pretty sure you can drop a weight for greco, and go that weight for NP and Natls. for both styles. correct me if I am wrong...
