Clarification on Rule 9, Section 1, Article 8

I'm sure that this is not that common, but wanted clarification as to what is meant by Rule 9, Section 1, Article 8 - "If no scoring occurs in the 30 second ultimate tiebreaker, the offensive wrestler will be declared the winner..." How is the "offensive wrestler" determined? Who determines which is the offensive wrestler since the score is tied?

The ultimate tie breaker is a 30 sec period where one man ( defensive) is down and one man (offensive) is on top. If the offensive wrestler rides his opponent out he wins. If the defensive wrestler gets away he wins. Choice goes to the wrestler that scored the 1st point in regulation. However an unsportsmanlike penalty will supersede first points scored. This is why it is so important for table workers to circle first points scored.
