When is it a pin?

Saw something interesting at a quad last week. There was a ref I have never seen before calling pins really slowly. It appeared he was actually counting to 3 before awarding the pin. Last year we saw a ref that would not give a pin until the 5 count was done. What is the rule on pins?

p.s. Of all the sports I go watch, wrestling has the best refs by far! Thanks for all you do.

In high school it is 2 seconds for a fall, college is 1 second.

In the Big Ten it is becoming a touch fall. The one thousand one silent count by the official seems to have gone by the wayside. If you watched the Iowa/Mn meet you could plainly see Cody Yohn's shoulder momentarily touch the mat and back up. Not a one second fall and not even close. If you saw Dlyan Ness's match he got called for a full nelson but the hands never touched in fact when it was called his free hand was moving away from the neck. The pin call in either situation needs to be definete and the official needs to make sure that he is in position and that the shoulders or scapula are down for the one or two seconds. This is the supreme penalty for a wrestler to get pinned so the official must be sure.
