i was at a dual on tuesday and everyone from one of the teams had either compression shorts or their boxers coming out of there singlet it looked pretty nasty to see a kids boxers coming out of his singlet i rember at one time you couldnt have anything sticking out what is the rule on this

That rule got changed a few years ago. It now says any undergarment that extends beyond the inseam of a one piece uniform shall be tight-fitting, single solid color, unadorned and shall not extend below the knee.

So as long as it meets the above criteria it is fine.
So the boxers should have not extend below the inseam.

So full length tights that are worn under a singlet and extend past the knee would be illegal then?

No I believe full length tights are considered part of the uniform, and not necessarily an undergarment.

What about the rule on teams must all of the same singlet for dual meets, for sections with 19 wrestlers, some teams don't have 19 singlets what does the team do then?

From Craig perry of mshsl and Byron Olson. It is recommended for the team portion only, all team members should wear the same singlets. There will be situations where an alternate may not have the same singlet as varsity and that is okay. We will not force schools to buy new singlets. Just don't want Johnny wearing a different singlet just because he likes it better. For individual any school issued singlet is fine.

So nothing to worry about
