changing weight classes for MN/USA state?

I know you can go up a weight class from where you register and I know in Cedar Falls for folkstyle USA allows you to go down. Can you change to a lower weight class from where you are registered this weekend for Greco/Freestyle?

I guess I could never figure out why people signed up their kids for a weight they had basically no chance to wrestle, this must be the reason.

Is there a minimum weight a kid must weigh for safety, etc reasons?
