When to start counting for near fall pts

Why is it (at the High School/Folk-style level) that I see some refs counting near fall at 90 degrees and some at 45 degrees? I would hope that this would be more consistant across the state. Can this be re-addressed to all refs?

Try this again last post got deleted.

I would hope no one is counting at 90. It may look like more then 45 for a fan from 100 ft away but to the ref only inches away it is closer to 45. Is it 45 exactly no way can we be exact.

As for near fall remember you can score NF in the following
Both scapulae held within 4 inches
One scapulae held on mat other at 45
High bridge
On both elbows

Can you score back points with your body between the mat and opp. Back? I have seen this called and thought you couldn't score there because he is not in danger.

If your body is between your back and the mat, that's called being on your stomach...

Seriously though, I suppose some sort of sit-out/crab-ride type situation could result in the defensive wrestler's back being aimed at the mat with the offensive wrestler completely between his shoulder blades and the mat, but unless the offensive guy is less than 4" thick - that couldn't score points. On the other hand, if you just mean partially under a guy, that happens all the time. Offensive wrestlers get a body part (like an arm) trapped under a guy they are trying to pin. No fall, but back points for sure.
