If a wrestler hits a slideby, (or any other move that gets them behind their opponant with both wrestlers standing) and then both wrestlers end up out of bounds still standing.
This is "2" correct?

It seems like this is a very misunderstood rule... Some refs call it, and others don't. I think it's getting called about 50% of the time. (at least at the matches I've been at)

Where did the wrestlers start ? Neutral? There is no standing 2. There is a standing reversal. But not for a TD. From your description a slide by I am assuming they were neutral. Perhaps why it seems like 50/50 is because some are standing reversals?

Not to speak for or answer for The-Shoot... but guessing that he is talking about 2 feet + 1 hand or 2 hands on the mat as the offensive wrestler gains control behind a defensive wrestler.

Wrestler A snaps down and circles behind wrestler B whose 2 feet and one or two hands may be on the mat even though wresler B's knee have not touched the mat.

or

Wrestler A picks up a single and with one foot off the mat wrestler B puts one or two hands down on the mat.
