36 total matches before sections. Does a conference tournaments matches count in this total. It is a dual format??

Someone posted the actual wording of the rule on a different thread. If you conference has two divisions and there is a title match to decide the overall conference winner, then that match does not count towards the total.

From the discussion on the other thread, it sounds like there is only one situation like that in Minnesota.

Can anyone direct me to, or copy and paste, the correct ruling on this. I have heard it does and that it doesn't count. Just want to clarify.

MSHSL BYLAW 521.00 (link to handbook)

Conference or division champions may schedule a 19th event to determine an inter-conference or intra-conference championship. The event must be listed on the school schedule. Wrestling in the 19th event does not count toward the 36 competitions total but the weigh-in will be used toward the 50% rule for determining the wrestler’s certified weight.
